Chloe Desgrand
Chloe Desgrand is an RTPI chartered Associate Planner and has over 9 years’ planning experience in the United Kingdom and Australia working across the public and private sectors. She is based at DWD’s London office and works across the UK.
Chloe has worked across several sectors, including residential, mixed use and industrial, and energy projects. At DWD Chloe specialises in energy infrastructure and is part of a dedicated team working on various projects under the Town and Country Planning Act 1990, the Development Consent Order (DCO) regime under the Planning Act 2008 and the Electricity Act 1989 (Scotland). This includes projects for large scale solar farms, battery energy storage systems, carbon capture, usage and storage, Combined Cycle Gas Turbine (CCGT) and hydrogen.
Chloe has experience across the planning process, including preparing and managing a range of planning applications and planning appraisals. This involves co-ordinating multi-disciplinary teams and negotiating with local authorities and government agencies. Chloe’s experience also includes assessing a range of planning applications for local authorities in London, UK, and Sydney, Australia. She has also been a key contributor in drafting planning policy for local authorities and state government departments in Australia. With this experience she is politically astute and contributes strong policy analysis skills and insights into decision-making processes at various levels of government.
