Tabitha Knowles

Tabitha is a Director at DWD with experience across a wide range of development projects, gained from 20 years working in both the public and private sector. She has expertise in formulating consenting strategies, day-to-day project management and programming of TCPA and DCO applications, as well as advising and supporting clients in implementing and constructing schemes. Tabitha is also an experienced EIA Coordinator, managing multi-disciplinary project teams undertaking impact assessments and providing advice on the relationship of EIA to the planning system.

Tabitha has advised a cross-section of the development sector on behalf of government departments, local planning authorities, regulatory bodies, infrastructure owner/operators, consortiums, Military, and third-party developers. She has represented clients at consultation, Planning Inquiry/Hearings and Examinations.

Tabitha is an aviation expert with extensive UK and international experience in airport growth strategy, planning and design. She has a comprehensive understanding of the relationship between the planning framework and airport statutory and operational requirements. This includes in-depth knowledge of the aviation policy and regulatory framework (planning regime and aviation regime), understanding how airports operate and the infrastructure required, and the environmental and economic issues facing airports and related development.

Tabitha holds degrees in both Planning and Aviation. She is a Fellow of the Royal Aeronautical Society (FRAeS) and a Member of NIPA.

Tabitha has been a town planning practitioner since 2005, joining DWD in 2025.
